STEP 1: Crop your image to the desired size. This image was already quite bright, but yours may not be. So duplicate your layer and set it to screen, or add a curves layer if necessary.
STEP 6: Done for this image in particular, but you may want to also. Create a folder in the layers palette by clicking on the little folder icon. Drag each of the last 3 textures and the selective color layer (steps 2-5) into it in the order they were made (so the selective color layer will be on bottom, then the teal/pink texture, etc). Set the folder to 90%. This gives it an even glow. STEP 7: Create a new layer by clicking on the new layer icon on the layers palette. Use your rectangle tool to draw a small rectangle. Click on the paintbucket tool and fill the rectangle with a creamy, off-white color. Use the blur tool around the edges to make it look frayed. Add some tiny text over it.
